Seminar-Workshop on Validation of GMEF Assessment and Evaluation of Programs using HGDG Tool

Gender and Development (GAD) Focal Point System members and GAD mainstreamed project heads of NAMRIA attended the seminar-workshop on Validation of Gender Mainstreaming Evaluation Framework (GMEF) Assessment and Evaluation of Programs using Harmonized Gender Guidelines (HGDG) Tool. The event was held on 26-28 October 2016 at the Lecture Hall, NAMRIA, Fort Bonifacio, Taguig City.

The three-day seminar-workshop aimed to assess NAMRIA’s gender mainstreaming goals, develop gender-responsive programs, and enhance GAD activities in addressing gender issues and gaps vis-?-vis GAD Plans and Programs.

In his opening remarks, Deputy Administrator (DA) Jose C. Cabanayan, Jr. said that the presence of the participants reflects their support and commitment to the undertakings of NAMRIA regarding gender equality and women empowerment. He also highlighted the significant role they play in realizing the Agency’s GAD vision of a gender-responsive organization in their mission to provide maps, charts, and other geospatial products and services through gender-responsive programs and projects. DA Cabanayan hoped that at the end of the learning and development sessions, a stronger GAD advocacy would be fostered - one that extends beyond the confines of the venue to accomplish the GAD vision and mission of NAMRIA.
 
A series of lectures and presentations with corresponding workshops was conducted during the three-day seminar-workshop. The topics were Concepts and Principles of GAD, and Gender Analysis (socio-ecological profiling) Steps and Processes on Day 1; Harmonized GAD guidelines with General Application of HGDG in program and project development, and Sectoral Application of HGDG in project implementation and management, and monitoring and evaluation on Day 2; and GAD Planning and Budgeting, and Introduction to Gender Mainstreaming on Day 3. A presentation of outputs on the Computation of HGDG Rating in determining the gender responsiveness of NAMRIA policies, programs, and projects was also conducted during the last day of the seminar-workshop.

The resource person for the event was Forester Dolores D. Wanasen, member of the National GAD Resource Experts Pool of the Philippine Commission on Women. Forester Wanasen graduated from the University of the Phillipines-Los Baños and is a retired Senior Forest Management Specialist from Forest Management Bureau of the Department of Environment and Natural Resources. She is also a technical adviser of GAD and Women Economic Empowerment Activities, and founder of Samahang Ilokana Global Action for Women.
