Towards building a geospatially-empowered Philippines: GIS training for the Seabees of the Philippine Navy

NAMRIA through its training arm, the NAMRIA Geomatics Training Center (NGTC) of the Geospatial Information System Management Branch (GISMB) conducted a ten-day training on Basic and Advanced Geographic Information System (GIS) using Quantum GIS application for the Philippine Navy-Naval Combat Engineering Brigade (PN-NCEBde), more popularly known as the Seabees.  The training was held at the NAMRIA main office in Fort Andres Bonifacio, Taguig City on 07-11 May 2018 and 20-24 August 2018.  The Mapping and Geodesy Branch (MGB), through MGB Director Ruel DM. Belen, who is a reservist officer of the Philippine Navy, coordinated with the Engineering Support Operations Center (ESOC-NCEBde), for the conduct of the training.  The participants were five officers and 10 enlisted personnel from different naval engineering combat battalions comprising the PN-NCEBde.  
 
The training aimed to provide the participants with a solid understanding of the sample process flow of workloads in the NCEBde using GIS application.  The sample output will be used by strategists, planners, and decision makers as guide and reference in support to the mandated tasks of the Seabees, Philippine Navy, and the government as a whole.

During the 10-day program, the participants interpreted data and images, learned the use of necessary tools for software utilization, derived possible conclusions on the different types of analysis on the data produced, and presented a simple project proposal. 
 
Mr. Alvin F. Laurio of the NGTC-GISMB served as the resource person/instructor while Mr. Dante Rosette Jr. and this writer both also of the NGTC-GISMB, served as technical assistants.  At the end of the training, the participants were awarded with Certificate of Completion; while the resource person, the technical assistants/facilitators, Director Belen, and NAMRIA Administrator, Usec. Peter N. Tiangco were each given a Certificate of Appreciation by the Philippine Navy.

Mr. Laurio and the invited observer-critiques for the project presentation, Ms. Rosalyn D. Sontillanosa and Mr. Eriberto N. Brillantes, also of GISMB, thanked all the participants for their contributions to the training, and also expressed the hope that the Seabees will gain improvements in accomplishing their assigned tasks in the use of GIS because of the new methods and applications learned.
