NAMRIA visited by PNP for HR benchmarking

Representatives from the Philippine National Police (PNP) and Philippines Australia Human Resource and Organisational Development Facility (PAHRODF) visited the National Mapping and Resource Information Authority (NAMRIA) for a Human Resource (HR) benchmarking activity at the NAMRIA Boardroom on 02 December 2016. The benchmarking activity served as an avenue for networking and gaining further learning through the sharing of strategies and best practices in HR management. Present during the activity were Deputy Administrator Efren P. Carandang, Administrative Chief Concepcion A. Bringas along with the rest of the HR staff from NAMRIA; the PNP technical working group for the Competency-Based System (CBS) led by PCSupt Joel Crisostomo D. Garcia, Deputy Director of the Directorate for Personnel and Records Management (DPRM); and Ms. Milallin S. Javellana from PAHRODF.

DA Carandang led the activity and he discussed the NAMRIA strategic initiatives as well as the HROD journey with the guests. He discussed how the NAMRIA HROD journey began during the Japan International Cooperation Agency’s study back in 2007 where they found out that the HR system of NAMRIA needed improvement. DA Carandang mentioned that in order to achieve success in the implementation of the HR systems, these must first be aligned with the goals of the organization.
 
Next to present were Ms. Agnes G. Radam of Support Services Branch (SSB) who discussed the Competency-Based System - a system wherein employees are being equipped with the tools needed to properly utilize their full potential;  followed by Ms. Florence M. Acle, also of SSB, who explained the Learning and Development Management System.
 
Several questions were raised by the representatives from the PNP during the activity especially with regards to the CBS. The concerns were mainly focused on its proper implementation in their organization. The PNP is undertaking various changes in policies and is requesting the guidance of NAMRIA for the successful implementation of the CBS.

The NAMRIA HROD journey has been previously shared, also by DA Carandang, during the Civil Service Commission – National Capital Region hosted 6th Luzon Convention of Human Resource Management Practitioners at the Philippine lnternational Convention Center (PICC), CCP Complex, Pasay City last 28 – 30 November 2016.
