NAMRIA Administrator, Usec. Peter N. Tiangco, PhD, and Organization of NAMRIA Employees (ONE) President, Engr. Ronaldo C. Gatchalian, received collective negotiation agreement (CNA) Certificate of Registration number 2109 from Civil Service Commission (CSC)-Development Bank of the Philippines Field Office (DBPFO) Director Cesar R. Garduque, Jr. on 25 May 2022. The simple awarding ceremony was held at the Administrator’s Office, NAMRIA Fort Bonifacio Office, Taguig City. The CNA was entered into by and between NAMRIA and ONE on 15 December 2020.

The NAMRIA and ONE officials who witnessed the ceremony were the following: Deputy Administrator John Santiago F. Fabic; Support Services Branch (SSB) OIC-Dir. Concepcion A. Bringas; Chief of Staff Rowena E. Bongalos; SSB-Administrative Division OIC, Atty. Jessie M. Racimo; and ONE Secretary Jeffrey A. Quodala.

The certificate of CNA registration, which was signed by then CSC Chairperson Alicia dela Rosa-Bala and attested by then CSC-Human Resource Relations Office Chief, Director Cecilia C. Dela Fuente, serves as proof that the NAMRIA-ONE CNA for fiscal years 2020 to 2023 is binding between parties. Two (2) things will not happen outside the freedom period of the registered CNA. One is the conduct of a certification election by the Department of Labor and Employment-Bureau of Labor Relations. The other is the issuance of a certificate of accreditation by the CSC-Personnel Relations Office. The “freedom period” refers to the last 60 days immediately preceding the expiration of the three-year CNA.
