By: Annrou R. Ramos

NAMRIA Administrator, Usec. Peter N. Tiangco, PhD, approved the conduct by the agency’s Geomatics Training Center (GTC) of Coaches’ Training on Geographic Information System (GIS) using Quantum GIS software.  The virtual activity was held on 27 September–01 October 2021, in line with NAMRIA’s continuous capacity building efforts on GIS.  It was participated in by selected technical staff from the Local Government Academy (LGA), Department of the Interior and Local Government (DILG), Department of Environment and Natural Resources (DENR), and the academia.  LGA Executive Director, Ms. Thelma T. Vecina made a formal request to NAMRIA Administrator Tiangco for the holding of the activity.

The primary objective of the five-day training was to provide practical knowledge and skills in making use of geospatial mapping technology and actual utilization in risk-based local development planning.  The specific objectives were to (a) discuss the concept of GIS in developing spatial-based applications; (b) define the functions of GIS in generating geospatial data for risk-based local development planning; (c) describe the importance of the use of geospatial technologies for improved collaboration, better decision-making and policy support, and efficient local government operation; and (d) analyze the resulting combined geospatial data-rich maps for disaster risk reduction (DRR) and climate change adaptation (CCA) applications.

Furthermore, the event is also part of LGA’s contributions to the DILG’s Operation Listo program on institutional capacity enhancement of CCA-DRR management for DILG-Local Governance Sector and LGUs.  Training in GIS will capacitate LGUs in the formulation of their respective local development plans, including the Comprehensive Land Use Plan and the Local Climate Change Action Plan.
