PRS92 launched in La Union
   
 

The launching of the Philippine Reference System of 1992 (PRS92) project in this province was held on 26 September 2008 at the Diego Silang Hall, Provincial Capitol, San Fernando City. In attendance were key officials and representatives from the city, municipality, and provincial governments and the regional office of the Department of Environment and Natural Resources.

First District Representative Victor F. Ortega graced the ceremony along with DENR Regional Executive Director Constancio M. Arciaga and Regional Technical Director Atty. Crizaldy M. Barcelo. Undersecretary Diony A. Ventura, NAMRIA Administrator, was represented by Hydrography Department Chief-of-Staff Commander Romeo I. Ho and Information Management Department Director Linda SD. Papa, who presented the PRS92 Project.

First District Board Member Manuel Victor R. Ortega welcomed the gathering and said that it is a manifestation of the unified support and cooperation of the provincial government and the regional DENR for the successful implementation of PRS92 in the province.

In his opening remarks, Provincial Environment and Natural Resources Officer Policarpo A. Najera said that PRS92 is a way of modernizing surveying in the Philippines. “We have to come at par with the rest of the world in order to avoid intricacies and difficulties of boundary conflicts,” he added.

Congressman Ortega expressed his support to PRS92, which he said is a well-meant project of DENR and NAMRIA. “I am convinced of it,” he said, “and hopefully it will resolve, or make it easier to resolve, the problems of private landowners and political boundaries.” Congressman Ortega urged the local government units to champion PRS92 “because this can be a very essential program during our lifetime.”

The signing of memoranda of understanding for the Adopt-a-Mojon program capped the launching ceremony. The MOU were signed by the city government of San Fernando and the municipalities of Bagulin, Bangar, Burgos, Luna, Naguilian, Rosario, San Gabriel, and Santo Tomas. Also highlighting the affair was the distribution of previously signed Adopt-a-Mojon undertakings with the municipalities of Agoo, Aringay, Bacnotan, Balaoan, Bauang, Caba, Pugo, San Juan, Santol, Sudipen, and Tubao. The key local government and environment officials were presented with an orthoimage of La Union, administrative map of the Philippines, and centennial calendar. 
In his message, RED Arciaga encouraged the active participation of the citizens, especially the local officials, in carrying out PRS92 in order that “our land titling program will be accelerated.”

Provincial Administrator Dr. Geoffrey S. Tilan gave the response in behalf of the province. He requested the local officials to abide by the signed MOU and to make PRS92 as one of their legacies since it can help a lot especially in planning for development. He also voiced the perennial concern of coastal municipalities, the municipal water boundaries, and asked how NAMRIA can help them because the commercial fishers are killing the livelihood of fisherfolk.

Dr. Tilan moreover said that the province-wide PRS92 launching was very timely.  “We can take advantage of the technical services DENR and NAMRIA can provide for LGU operations, especially in the delivery of developmental services to constituents.” He cited the importance of the geographic information system component of the ongoing provincial initiative in computerizing the administration of real property tax.

In closing, RTD Barcelo thanked all the delegates for participating in the ceremony and hoped for the concerted and successful PRS92 implementation in La Union.
