NAMRIA merits PRIME-HRM Bronze Award

NAMRIA was conferred the Bronze Award under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) of the Civil Service Commission (CSC).  NAMRIA Administrator, Usec. Peter N. Tiangco accepted the award last 20 July during the 2018 Public Sector HR Symposium held at SMX Convention Center, SM Lanang, Davao City. The awarding was witnessed by a crowd of close to 2,500 HRM and organizational development practitioners.
 
The recent award is one of several honors NAMRIA has garnered under the PRIME-HRM, having been awarded the Level II Accreditation Status (HR Maturity Level Indicators) in March 2014 and March 2016.  It was given to NAMRIA for “having managed and implemented its HRM systems according to documented processes, thereby achieving a process-defined HRM in the four core HRM systems under the PRIME-HRM” [source: letter, dated 28 May 2018, of the CSC Chairperson to the NAMRIA Administrator].  The PRIME-HRM focuses on HR maturity levels in the areas of Recruitment, Selection, and Placement (RSP); Performance Management System (PMS); Learning and Development (L&D); and Rewards and Recognition (R&R).
 
The said symposium had the theme Achieving Breakthrough Results through Strategic HR.  It “highlighted concepts, perspectives, and insights in achieving breakthrough results that impact agency operations and excellent public service delivery and emphasized the need to effectively measure desired results and monitor and evaluate accomplishments at various levels” [source: 2018 Public Sector HR Symposium Program Booklet].  The best practices and experiences of progressive organizations were showcased during the event.  NAMRIA was featured in the concurrent session by Australia Awards and Alumni Engagement Program Director Milalin S. Javellana, entitled Talk is Cheap! (Breakthrough Results Call for Breakthrough Execution).
 
In October 2016, CSC adopted the Enhanced Maturity Level Indicators for the HR systems and practices as well as the competencies of HRM officers (HRMOs) for government agencies.  The enhanced indicators were used as guides in the assessing, assisting, and awarding stages of the PRIME-HRM. The enhanced indicators are categorized by pillars, namely: Governance, Talent Planning, Talent Sourcing, and Talent Selection and Placement for RSP; Governance, Planning and Monitoring and Evaluation, and Execution for L&D; Governance, Performance Planning and Commitment, Performance Monitoring and Coaching, Performance Review and Evaluation, and Development Planning for PMS; and Governance, Planning, and Implementation and Execution for R&R.
 
The PRIME-HRM program gives out recognitions and awards to identify the maturity levels of government agencies.  Recognitions are given to agencies that have met certain maturity levels in at least one core HRM system with the self-assessment results as bases, while awards are given to those that have met certain maturity levels in all the four core HRM systems and passed the onsite assessment.
 
The onsite assessment for NAMRIA was held on 11-13 October 2017.  All employees were encouraged to participate in the activity.  During the onsite assessment, the CSC panel of assessors interviewed the HRMOs, the key officials, and rank-and-file employees who were randomly selected from the plantilla.  The assessors also checked pieces of evidence and gathered documents supporting the four core HRM systems, HR records management, and other HR programs.
 
In December 2017, 49 agencies nationwide, including NAMRIA, were found to be compliant with the Level II Maturity Indicators (Enhanced Maturity Level Indicators) of the four core HRM systems.
 
With Administrator Tiangco at the helm, NAMRIA is consistently aiming to attain higher PRIME-HRM Maturity Levels (Integrated HRM/Strategic HRM); enhance its HR infrastructure through the HR Information System; integrate its PMS and competency framework, and update the NAMRIA Strategic Plan, towards human resource and organizational development (HROD) excellence.
